Without objection, CS FOR SENATE BILL NO. 32(FIN) An Act making and amending appropriations and reappropriations; making and amending appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date was adopted and read the second time. Senator Torgerson offered Amendment No. 1 : Page 5, lines 8 - 11: Delete all material and insert: 1999-05-10 Senate Journal Page 1332 SB 32 "* Sec. 7. FEDERAL AND OTHER PROGRAM RECEIPTS. (a) Federal receipts, designated program receipts as defined under AS37.05.146(b)(3), and receipts of commercial fisheries test fishing operations under AS37.05.146(b)(4)(U) that exceed the amounts appropriated by this Act are appropriated conditioned on compliance with the program review provisions of AS37.07.080(h). (b) If federal or other program receipts as defined in AS37.05.146 exceed the estimates appropriated by this Act, the appropriations from state funds for the affected program may be reduced by the excess if the reductions are consistent with applicable federal statutes. (c) If federal or other program receipts as defined in AS37.05.146 fall short of the estimates appropriated by this Act, the affected appropriation is reduced by the amount of the shortfall in receipts."
